North Carolina has no waiting period. The fee is $60, the license is valid for 60 days, and no blood test is required. Apply at any register of deeds office; the license works anywhere in the state, so same-day ceremonies are common.

Atlantic hurricane season runs June 1 through November 30, and the Outer Banks are exposed to Atlantic storms, with the busiest stretch usually late August through early October. Florence in 2018 and Dorian in 2019 both hit the area. Ask your venue and hotels what their storm policy covers before you pay a deposit.
It is risky. The North Carolina Supreme Court held in State v. Lynch (1980) that a Universal Life Church ordination did not meet the state's 'ordained minister' standard. Two witnesses must be present, and the officiant must return the signed certificate within 10 days.
